How Patronage Delivers: Political Appointments, Bureaucratic Accountability, and Service Delivery in Brazil
This study examines the impact of political appointments on bureaucratic performance, arguing that patronage can enhance accountability and effectiveness by fostering connections between bureaucrats and politicians. Using data from Brazilian municipalities, quasi-experiments, surveys, and interviews, findings reveal both positive and negative effects on bureaucratic governance in development contexts.
