Turnover: How Lame-Duck Governments Disrupt the Bureaucracy and Service Delivery before Leaving Office
This study examines the impact of electoral accountability on bureaucratic turnover and public service delivery. Using Brazilian municipal data and a regression discontinuity design, it finds that election losers engage in bureaucratic reshuffling, causing service disruptions. Findings highlight the political strategies of lame-duck officials and post-election bureaucratic dynamics.
